This is what I got. I got almost the same problem, too, with Kipling Centre, as well.

I think to resolve this problem, all you need to do is, before the BLD tries to get stuff into floors 1 to 2, copy and paste the <Floor 2> definition code into just above the glitched section and change the params to say 1 instead of 2. Basically, Skyscraper needs to know the ID, name, type, altitude/height and interfloor height of a floor before it can put content on the floor. I got the exact same error message when I first ran the building, but then I did this repair and now I can run it no bother. I haven't looked at the Kipling Centre code yet, but try what I've said here for Coalham Townhall in the Kipling Centre BLD and see if it works.

I think this building was just built for an older version of Skyscraper, which is why it is a bit buggy.
