How to use People Manager

I'm not sure how to use this.

It's used for creating people as part of the random activity feature.  If you turn on random activity, it'll create people.  To create a new person manually, fill out the fields and click New.  The "Lobby" field is the starting floor that every person will be created on.

The Random Activity checkbox turns on random activity for that person.  Service Access determines if the person can ride service elevators.
